Luis is a seasoned attorney and former judge with nearly 45 years’ leadership experience in the Army in many roles and assignments, first as a non-commissioned officer and then as a Judge Advocate, culminating as a deputy General Counsel for the Army Secretariat on international, administrative, and labor and employment law.


Throughout his legal career he served as judge in both the Army Court of Criminal Appeals and the Court of Military Commission Review; director of the DEIA Office for the US Army’s Judge Advocate General’s Corps (JAGC); deputy Chief of Personnel & Training for the JAGC; Law Faculty Chair/Senior Law Professor; and in multiple other leadership tours in garrison or combat settings, such as General Counsel for infantry divisions in Iraq and all U.S. forces in Afghanistan, among many other charges.

Luis is also licensed to practice law in the State of Nebraska, is a native Spanish speaker, and has led many national security and criminal law reform programs throughout Latin America.
